Mandar Deshpande, an Indian accounting and finance providers officer, is the ‘desk officer’ who confronted a lot of the Supreme Courtroom’s ire over non-payment of dues by telecom corporations.
He had issued an order saying no coercive motion needs to be taken to get better Adjusted Gross Income (AGR) dues from telecom corporations after expiry of the deadline set by the apex courtroom.
The order, issued after approval of Member (Finance) within the DoT, was discovered by the Supreme Courtroom to be a digital try to remain the courtroom’s order.

In line with a replica of the order seen by PTI, Mr. Deshpande had issued the order on January 23 directing “to not take any coercive motion towards the licensees in case they fail to adjust to the Supreme Courtroom order, till additional orders“.
The order, he had mentioned, was being issued “with the approval of Member (F)“.
Mr. Deshpande was posted as Director (LFP-I) within the Licensing Finance Coverage Wing of the DoT when the order was issued.
After the apex courtroom threatened contempt proceedings, the DoT received one other Director, Ankur Kumar, posted in the identical division to difficulty an order on Friday, saying the January 23 order “stands withdrawn with speedy impact.”
“It is directed to take immediate necessary action in compliance with the judgement dated October 24, 2019 of the Hon’ble Supreme Court,” the order, a replica of which was reviewed by PTI, mentioned.
